In the developing world, interest in accessing the net and having affordable computers is quite high. Along with the problems there, some being addressed by projects like OLPC, the other problem is availability of adequate electric power. Areas without good net access usually also have an electricity problem. So the obvious cheaper solution there is to have stand alone self powered nodes, the solar powered  WiFi hotspot.
